The Union Apartments stairwell keypad takes 54399. It is not required: the utility room on the lower floor lets you walk around the door, which is why a lot of players never learn the number.

The Silver Pines stairwell code is 54399. It opens the stair door in Union Apartments, the vertical residential block you pass through between Riverside and Town Square.

It is also the most skipped lock in the game, because you do not need it. The utility room on the lower floor connects around the stairwell, and the game never tells you the keypad was optional. Players who take the utility route walk past a five-digit code they will never use, then meet it again in a guide and wonder what they missed.

What is the stairwell code?

54399. Five digits, entered at the keypad on the stair door in Union Apartments.

Union is the only area in the town built vertically rather than sideways, which is why its three locks are all about access: a stair door, a resident code box and a storage room. None of them gate progression in the way the Crowbar or the Crank Handle do. They gate routes and containers.

You can walk around this door

The utility room on the lower floor of Union Apartments connects around the stairwell. Take it and you arrive on the other side of the keypad without ever touching it.

That is not a glitch and it is not a hidden trick. It is a second route through the building, and it is the reason the stairwell code sits low on most players' priority lists. The area is designed so you can reach everything you need without solving this particular door.

So why does anyone search for the code? Because the door is there, it is locked, and it is the only thing in Union that does not explain itself. If you are the kind of player who clears a building before leaving it, 54399 is faster than a detour.

Why bother solving it then

Two honest reasons, and one bad one.

The first is time on repeat visits. Once you know the code, the stairwell is a straight line rather than a loop through the utility room, and Union is an area you cross more than once if you are collecting.

The second is completion instinct. A locked door that stays locked is a loose end, and the game has plenty of those already without adding one you can solve in four seconds.

The bad reason is assuming the stairwell hides something unique. It does not gate a weapon, a star or a bell. If you skip it, nothing in the ending chain changes.

The 1A supervisor box: 1C, 3A, 2A, 3C

The stairwell is one of three locks in Union, and the other two are more interesting.

The 1A supervisor code box takes four apartment designators in order: 1C, 3A, 2A, 3C. The clue is a set of four clippings found inside apartment 1A, and each clipping points at one tenant. Match the tenants to their apartments and the sequence falls out.

This is the lock that matters in Union, because the 1911 Service Pistol is inside the supervisor box. That is the second handgun in the game and the one most guides recommend for the 4B boss, since it reloads a full magazine instead of one chamber at a time. If you are still deciding what to carry, the revolver or 1911 comparison covers the trade-off properly.

So the practical order inside Union is: find the clippings in 1A, open the supervisor box, take the 1911, and treat the stairwell as a shortcut on the way back down.

The storage room takes 1525

The third lock is the storage room at 1525, and it is the only one in Union with a concealment problem rather than a logic problem.

The clue is painted over on the 1C bedroom wall. It is not missing, not hidden in a drawer and not behind a puzzle — it is covered, and the only way to read it is to craft Paint Solvent and wipe the wall down.

That is why people report the storage room as unsolvable. They search for a note, find a wall with paint on it, and move on. Crafting is not usually part of a puzzle chain in this game, so the connection is easy to miss.

If you are short on materials, this is the one Union lock worth coming back for later. Nothing behind it blocks the route.

Where Union Apartments sits in the route

Union comes after Riverside and the Sheriff's Office, and before Town Square.

That order matters for one reason: the Crowbar from the Sheriff's evidence lockup. Without it, the sewers stay closed and the pryable crates in Union stay shut, so arriving early means leaving and coming back.

The route in full runs Outskirts and the Crimson Bear Motel, then Downtown, then Riverside, then Union Apartments, then Town Square, then Church Hill and the Sewers, then Mt. Siah Kopa and Thelend. Union is a short stop on that spine rather than a district you clear in one sitting.

If 54399 does nothing

Check the digit count first. This is a five-digit keypad and the number is easy to shorten in memory — 54399 gets copied as 5399 or 5439 more often than you would think.

Then check the door. Union has three keypads within a short walk of each other, and entering the supervisor box sequence at the stairwell, or the stairwell number at the storage room, does nothing and tells you nothing.

Finally, confirm you are not at a spent container. The stair door stays interactive after you use it, so an unresponsive keypad here almost always means wrong digits rather than a looted container.

Next

Town Square follows Union, and its Town Hall holds the only clue-less lock in the back half of the game at 1893, plus the clock puzzle at 10:07. The Town Hall locker page separates those two numbers, since they sit in the same building and get mixed up constantly.

For the whole set in one table, the codes hub lists all 22 containers by area.
