The operations locker in the Town Hall opens with 1893. It is one of the two locks in Silver Pines that has no clue document behind it, so there is nothing to find first — the four digits are the whole puzzle.

The Silver Pines Town Hall locker code is 1893. It opens the operations locker on the lower floor of the Town Hall, the municipal building that anchors Town Square, and it is the only keypad in that building.

Nothing in the game tells you this number. There is no note, no painting, no line of dialogue and no cracked plate on the wall, so the room gets searched for a document that was never placed there.

What is the Town Hall locker code?

1893. Enter it at the keypad on the operations locker downstairs. The container is a cash safe, so what comes out is money rather than a weapon, a key or a collectible.

Every other lock in the town gates something the game will eventually need you to have: a tool, a star, a bell, a door behind a door. The cash safes do not. Walk away from Town Square without opening this one and no route is blocked, no achievement is out of reach — you have simply left money in a drawer.

That is why it is easy to walk past, and why a keypad with no note beside it reads as a bug. Nothing else in the town leaves you standing in front of a lock with nothing to read.

Why there is no clue for this one

Only two locks in Silver Pines ship without an in-world clue. This is one, and the other is the Thelend office safe at 66666. Both are cash safes, and both are in the same category for the same reason: they are optional money, not progression.

The rest of the 22 locks all have something to read. The general store note gives you a formula. The dial safe gives you four paintings and a manual for the directions. The dock crate gives you a phrase. The pattern is strong enough that players assume it is universal, and then conclude they have missed a room rather than a number.

They have not. The design here is a deliberate dead end for anyone who only trusts in-game text, and a free reward for anyone who has a guide open on a second screen.

The clock in the same building is a different puzzle

Town Hall holds two numbers, and this is where most of the confusion comes from.

The clock stops at 10:07. That reading is the answer to a separate puzzle and it leads you to the third-floor candlestick room — a different reward, in a different part of the building.

The locker takes 1893, on the lower floor.

Two numbers, one building, no shared logic. If you have 10:07 written on your hand and the keypad will not take it, you are not wrong about the clock. You are just at the wrong puzzle. The reverse is also true: 1893 does nothing on the clock.

Three masks, one drawbridge

The Town Hall is also where the Town Square mask chain starts and ends, and that chain is the actual reason to be in the building.

Three masks have to be placed on the statues in the park: left Weeping, middle Malformed, right Blissful. Getting the order wrong does not lock you out, it simply does not fire the sequence until all three are seated correctly.

  • The Blissful Mask is on the top floor of the Town Hall, in the left room.
  • The Weeping Mask is not in the building at all. It is in the sewer section underneath it, and the way in is the manhole on the ground floor.
  • The Malformed Mask comes from the wider square route rather than from this building.

Placing all three lowers the drawbridge out of the square and awards one of the five cable-car bells. If you are working the bell chain, Town Square is a required stop rather than an optional one.

Take the manhole before the street entrance

The sewers can be entered from the street, and they can be entered through the Town Hall manhole. The order you do them in changes how much walking you repeat.

If you go into the sewers from the street first, you come out underneath the building you still need to search, then have to work back up. Going through the manhole first puts the Weeping Mask on your route and drops you into the flooded section already facing the right way.

Once the masks are placed, the manhole stays open permanently and turns into a shortcut between the square and the sewers. It is worth remembering when you are carrying a full inventory back from the far side.

Why the older tables say "City Hall"

Some lock tables list this as the City hall operations locker. It is the same container, in the same building, with the same 1893. The game's own signage reads Town Hall and the area is called Town Square, so the two names drifted apart in early guides and never converged.

If you are searching for a City Hall code and land here: you are in the right place. There is no separate municipal building in Silver Pines.

If 1893 does not work

Three things to rule out, in order.

You are at the Thelend office safe. That one takes 66666 and sits at the far end of the game, in a broadcasting building rather than a town hall. The two are the only clue-less locks, which is why they get confused with each other.

You are at the clock. The clock is a separate interaction with a separate answer, covered above.

The locker is already empty. Containers do not respawn and a looted container drops its prompt. If you cannot interact with it at all, you have been here before on this save. Starting a new save resets it; changing your ending choice does not.

What to do next

Town Square sits between Union Apartments and Church Hill in the natural route, so the next locks you meet are the Union ones — the stairwell at 54399, the 1A code box and the storage room — followed by the three Church Hill locks.

The full codes hub lists all 22 containers by area if you would rather work from one table. If you are deciding how much of the square to clear before moving on, the Town Square or Sewers order explains why the building should come first, and the walkthrough puts the whole route in sequence.
